The precinct, developed by Hansen Yuncken, represents a major investment in the state’s emergency services infrastructure. For Richmond Co, the project brought together multiple stages of civil delivery, showcasing the breadth of the company’s capability across complex infrastructure works. “Our scope included undertaking the demolition, bulk earthworks, piling pad construction, and later we were awarded the stormwater component” explained Emmanuel Mouhalos, General Manager.

Richmond Co’s role began with early site preparation. Their demolition and earthworks teams cleared the way for new structures while constructing piling pads to support the ambitious design. Later in the program, they returned to deliver the stormwater package. “It took four days to crane the stormwater drains into place, with a lot of preparation required to enable sole access for us on site,” Emmanuel said. Careful planning and daily meetings ensured works were delivered safely and efficiently.

Working on a city-fringe site often comes with logistical challenges, but Richmond Co adapted with planning and communication. “The site was quite big and we were the first ones in, so we had the site to ourselves,” Emmanuel explained. “When we came back for the stormwater component, we had to manage other trades on site and exclusion zones based on daily meetings with Hansen Yuncken. A lot of planning and programming went into mitigating any issues with deliveries and trucks.”

Environmental responsibility remains central to Richmond Co’s operations. “We were able to substitute some material on site, such as recycled PM2 rubble as the base,” Emmanuel said. The team also implemented filtration systems at the tops of pits to ensure runoff was managed responsibly and no stormwater was contaminated.”

Unexpected challenges arose during stormwater excavation. “We did find some services in the stormwater excavation,” Emmanuel recalled. “We diverted them around our work area, this enabled us to stay on program” The team’s ability to adapt quickly and reroute services without disruption highlighted their problem-solving skills and site experience.

Richmond Co worked hand-in-hand with Hansen Yuncken and other contractors to align civil works with the broader construction program.

“We had daily meetings at 1pm to discuss the next day’s activities to ensure contractors and works lined up,” Emmanuel explained. “There was also quite an in-depth preparation in the lead up to the project in terms of methodologies and timelines.”

This consistent communication created a streamlined process that reduced delays, avoided clashes, and reinforced a culture of safety and accountability across the site.

LTE Construction Group

LTE Construction Group brought its expertise in groundworks and foundations to the ambitious Boyd Village development in Southbank, a transformative social and affordable housing project delivered by PDG. As specialists in civil construction and ground preparation, LTE was responsible for the site cut, installation of foundation piles, rafts, pile caps and slab-on-ground works across the precinct.

“This was a fairly standard job for us in terms of scope,” explained Benjamin Patrick, General Manager at LTE Construction Group. “But every site presents its own set of challenges. Boyd Village was no different.”

One of the primary logistical hurdles was the site’s tight access and the complex urban setting. “We managed the title boundary works and liaised with Hamilton Marino, who handled the broader management plan, including council approvals and traffic plans,” said Patrick. “It was a brownfield site, so there were environmental considerations too.”

A major obstacle emerged early in the foundation works. “We had to use polymer slurry to create deep foundation piles that socket into bedrock,” Patrick explained. “Initially, we lost time due to contaminants—specifically E. coli in the groundwater—were deactivating the polymer slurry. That caused some of the pile shafts to collapse.”

To address the issue, LTE brought in a specialist company to customise and manage the polymer mix on-site. “Once we got the chemistry right, we could produce consistently clean, stable pile holes,” he added. “It was a challenge, but overcoming it became a real point of pride for our team.”

Weekly site meetings and close coordination with builder Hamilton Marino allowed LTE to maintain momentum and compress the schedule where needed. “We often had multiple activities overlapping to make up for lost time,” said Patrick.
