The precinct, developed by Hansen Yuncken, represents a major investment in the state’s emergency services infrastructure. For Richmond Co, the project brought together multiple stages of civil delivery, showcasing the breadth of the company’s capability across complex infrastructure works. “Our scope included undertaking the demolition, bulk earthworks, piling pad construction, and later we were awarded the stormwater component” explained Emmanuel Mouhalos, General Manager.

Richmond Co’s role began with early site preparation. Their demolition and earthworks teams cleared the way for new structures while constructing piling pads to support the ambitious design. Later in the program, they returned to deliver the stormwater package. “It took four days to crane the stormwater drains into place, with a lot of preparation required to enable sole access for us on site,” Emmanuel said. Careful planning and daily meetings ensured works were delivered safely and efficiently.

Working on a city-fringe site often comes with logistical challenges, but Richmond Co adapted with planning and communication. “The site was quite big and we were the first ones in, so we had the site to ourselves,” Emmanuel explained. “When we came back for the stormwater component, we had to manage other trades on site and exclusion zones based on daily meetings with Hansen Yuncken. A lot of planning and programming went into mitigating any issues with deliveries and trucks.”

Environmental responsibility remains central to Richmond Co’s operations. “We were able to substitute some material on site, such as recycled PM2 rubble as the base,” Emmanuel said. The team also implemented filtration systems at the tops of pits to ensure runoff was managed responsibly and no stormwater was contaminated.”

Unexpected challenges arose during stormwater excavation. “We did find some services in the stormwater excavation,” Emmanuel recalled. “We diverted them around our work area, this enabled us to stay on program” The team’s ability to adapt quickly and reroute services without disruption highlighted their problem-solving skills and site experience.

Richmond Co worked hand-in-hand with Hansen Yuncken and other contractors to align civil works with the broader construction program.

“We had daily meetings at 1pm to discuss the next day’s activities to ensure contractors and works lined up,” Emmanuel explained. “There was also quite an in-depth preparation in the lead up to the project in terms of methodologies and timelines.”

This consistent communication created a streamlined process that reduced delays, avoided clashes, and reinforced a culture of safety and accountability across the site.

Civil Contracting Solutions QLD, a South East Queensland based civil contractor operating since 2018, has successfully delivered the full package of civil works for the Lot 2 Barracks Road project within the Metroplex Westgate precinct.

Known for their expertise in end-to-end civil construction—from early engagement through to practical completion—Civil Contracting Solutions brought their extensive experience and collaborative approach to this landmark industrial development.

“Civil Contracting Solutions was engaged for the full civil works package, including bulk earthworks, stormwater, pavements, and the design and construct of both boulder and concrete sleeper retaining walls,” said Senior Project Engineer, Jen Third. This broad remit demanded technical agility and close coordination with the client and other contractors.

One of the site’s major challenges was the significant change in ground level between the development site and the surrounding streets. “This provided unique challenges, but we were able to deliver a combination of fully certified design and construct retaining walls that were both cost-effective and efficient,” said Jen.

Additionally, unexpected rock conditions during excavation required swift adaptation of methodology and resource allocation to maintain the programme.

Civil Contracting Solutions ensured that safety and quality remained a top priority throughout. “We operate under an ISO-certified Quality Management System, and our in-house engineering and management team maintained close oversight throughout the build,” said Jen. “This allows us to identify and rectify any issues early while delivering to Tier 1 standards.”

A key highlight of the project was the early completion of Civil Contracting Solutions’ scope, allowing Douglas Construction to take possession of the building pad ahead of schedule. “The success of this project really came down to collaboration, technical expertise, and a team that’s dedicated to delivering above expectations,” Jen concluded.

Vic Civil delivered complex early works at ACMD, ensuring precision and safety in a live hospital setting.

Delivering civil infrastructure within a live hospital precinct requires more than technical capability—it demands precision, adaptability, and constant collaboration.

At St Vincent’s Hospital Melbourne, Vic Civil was tasked with delivering the early works package for the Aikenhead Centre for Medical Discovery (ACMD), Australia’s first hospital-based biomedical engineering research facility.

“Our scope included bulk earthworks for the basement, pile trimming, capping beams, shotcrete retention walls, pile caps, crane base detailing, backfilling, and stormwater infrastructure,” explained Aaron Taylor, Vic Civil Owner and Managing Director. “These foundational elements were critical in setting the pace for follow-on trades and ensuring long-term structural integrity and watertight performance.”

Working in Melbourne’s CBD is never straightforward, but the challenge was heightened by ACMD’s location within the operational St Vincent’s Hospital precinct.

“Excavation and spoil removal had to be carefully managed due to constrained site access and proximity to active hospital services,” Aaron said. “We used staged excavation strategies, real-time coordination with traffic controllers and the builder, and efficient dewatering systems to maintain progress.”

Adding to the complexity were strict protocols around noise, dust, and vibration. Vic Civil implemented real-time monitoring systems and adopted low-impact methods to minimise disruption. “Safety and minimal interference with hospital operations were non-negotiables,” said Aaron. “We worked closely with Kane Constructions and the hospital’s facilities team to adapt our schedule and methods wherever needed.”

Environmental sustainability was also a key priority. The team adhered to erosion and sediment control plans and ensured stormwater infrastructure, such as AGI drains and pits, were installed to reduce runoff and protect nearby assets.

“We were meticulous in our waste management,” noted Aaron. “All spoil was tracked and disposed of at licensed facilities, ensuring full environmental compliance and accountability.”

Among the more technically demanding components were the shotcrete retention walls and capping beams.

“The variable ground conditions and proximity to existing structures meant we had to work in lockstep with structural engineers and piling contractors,” Aaron said. Seamless collaboration also proved crucial during stormwater installation and services coordination, where timing and precision were critical to avoid downstream disruptions.

Technology played a vital role in ensuring accuracy and efficiency. Vic Civil used 3D survey equipment and GPS machine control, especially for pile caps, crane bases, and drainage systems, where tolerances
were tight.

Safety was equally rigorous, supported by SWMS protocols, toolbox talks, and live risk assessments. Digital project management tools helped streamline communication, documentation, and real-time issue resolution.

Clear and constant communication with Kane Constructions was a linchpin in Vic Civil’s delivery strategy. “Our supervisors were embedded within the broader project team, allowing for real-time coordination,” Aaron said. “Daily meetings, lookahead programmes, and detailed progress reporting helped ensure alignment and agility.”

Looking back, Aaron says the team takes particular pride in delivering complex basement and drainage works within such a constrained and sensitive environment.

“Completing these tasks on time, incident-free, and to a high-quality standard, while navigating the challenges of a live hospital setting, is something we’re incredibly proud of,” Aaron said. “This project reflects the kind of technical, collaborative, and mission-driven work VIC Civil excels at.”
